SCP DS3 PS3 tool tips

to keep dongle as always detected so games won't miss the 360 controller even gamepad times out during idle, there is an option in the SCP settings.

Couldn't even get into safe mode because I can't even get into the recovery startup diagnostics tool. Pressed F12 during boot didn't help.

Fix: Unplugged all HDD's except OS HDD. reboot, re-F12...got into system recovery option.
